Case study: Combating anti-social behaviour
The client:
A North West Local Authority
The problem:
Social and housing issues related to crime and disorder

Their Housing Manager explains:
“We needed to implement a re-generation programme for particular areas of the Borough, where we had special needs associated with unruly and anti-social behaviour. This initiative included establishing and developing improved security to the problem zones, including the installation of CCTV
Funds were available to us from our various sources and my task was to investigate and establish a suitable solution. I was tasked with developing a system design and sought a partner who could give the appropriate expert advice.
My expectation had been derived from our traditional experience of CCTV, and the advice received historically from our local provider.
A neighbouring LA then introduced us to Crime Prevention Services and their single source service from design through to installation and commissioning has been of tremendous value to us. The results have been far better than we had ever envisaged at the outset.”
The solution:
We were tasked to design and develop a networked CCTV system. A series of housing estates were to be equipped with cameras, each signalling back to their local Community Centre. Furthermore, each of these ‘sub-systems’ was to be integrated such that they were additionally terminated at the Borough Town Hall, via the Councils WAN.
The installation process involved extensive civil works and was undertaken in conjunction with United Utilities, who were responsible for power provision. The majority of cameras were to be motorised PTZ domes, mounted on high camera columns, strategically located around the problem areas of the Borough.
Panasonic WV-CW860 domes were selected for their particular suitability to environments with harsh lighting conditions and for their robust build quality. The camera columns used were of a decorative design so as to ensure they complimented the environment.
Each Community control position became an autonomous local response Centre, being equipped with a Panasonic WV-HD300 series DVR with local display and controls.
Their Housing Manager continues:
“The installation proceeded smoothly, and was welcomed by the majority of the community. The system benefits started to be realised almost immediately with petty crimes caught on camera, enabling us to successfully respond to the evidence generated.
We had particular issues with such things as fly-tipping, abandonment/arson of stolen vehicles and anti-social behaviour generally. Conflict amongst some tenants was another particular difficulty.

Whilst these problems clearly will never go away, we now sometimes have the evidence ‘caught on camera’, giving us and the police a starting point.
Overall, the investment has proven most worthwhile and our experience with Crime Prevention Services has been exemplary.”
